Having experienced WWI, most people and most countries said, never again. In the early days, well-timed treaties allowed Hitler time and space to build up his military. Also, many of his supporters in other countries seemed to think if they allowed him to take some territory, it would keep him away from others. Eventually, the other countries caught on and started to fight back.
