There could be many reasons ranging from a business marketing decision to availability of parts at the right price point for the model involved.

virtually any speed. airbags are not deployed based on speed (this is a common misconception). They are based on the vehicles detection of a sudden stop or reduction of inertia. Example: going 30 mph and hitting a brick wall. Thus, stopping your vehicle instantly. Example 2 : Going 70mph and hitting the back of a car that is going only 30 mph. This is a reduction of inertia based on the fact that your vehicle didnt stop but did have enough of a reduction in inertial forces to cause the deployment of an air bag. vehicles equipped with airbags have multiple sensors and modules to detect whether an accident warrants the deployment of airbags. They analyze and interpret this info as the event is occurring. it is a very fast and reliable system.
it could be a number of things, premixed thinset, to much flex in the substrate, mixed thinset too thin, didnt seal grout "if in shower" where is the tile installed, what did you use to install it and how did you install it?
I had that same problem with my Neon 2001. I looked everywhere to see if their was a gap or something but didnt find anything. In the end i sold the car when i bought my new one.
Start by visiting http://www.classicautoair.com/ A lot of companies have retrofit air conditioning for older cars. You didnt say what year / make / model.
no, you didnt say if the materials were delivered or installed. once installed they become the owners property. you muct file a mechanics lean which can supercede a lot of other leins except for government leins.
Airbags. Safety glass. Seatbelts. Crumple zones. Collapsable steering columns. Padded dashboards. Puncture proof gastanks. blowout resistant tires. Onstar. Gps navigation. Anti lock brakes. Headrests. All I can think of right now.
