They were helping him to "make Georgia howl" as Grant had ordered - in fast, more than his own troops were, because the troops were under strict order not to commit assaults on the person. Those assaults were nearly always carried out by the lawless 'Bummers'.

So Sherman could show a clean pair of hands when the civilians complained of violent treatment.
