Cost and overwhelming dislike from certain high ups in the chain of command. In total there were 3 spartan programs however. The 1st consisted of volunteer ODSTs and Marines which ended up failing. The 2nd is the Spartans we know and love from the game (and books). The entire program ended up costing so much the UNSC could have bought a battlegroup of ships. After the Spartan II's almost died off completely, except the Master Chief (or if you read the books there were about 4-6 other Spartans still left after Reach), a 3rd program started. The person most opposed to the original spartan programs ended up doing this one. Spartan III's had poor training and armor compared to their counter-parts but were better in their own ways. They were used as suicide troops to take out key covenant targets and were kept secret from the rest of humanity.

In essence the UNSC did train (create) more Spartans... just no one knows about it.

Where were the kids traind to be Spartans at?

The original batch of Spartans were selected as children from their home worlds among the various human colonized systems. Most of their training was done aboard a UNSC vessel, where they were subjected to vigorous training many times more difficult than marine training today. Their bones were covered with a highly hardened metal to reduce and all but eliminate breaking problems. They were fed growth hormones and different brews of chemicals to increase reaction time and resistance to shock. Moomaster

Which are better the odst or the Spartans?

No, ODST's (Orbital Drop Shock Troopers) are elite human soldiers. They are effectively the UNSC's Commando units and are used often in high secrecy or high priority missions, dropping from orbit behind enemy lines, allowing easy infiltration into enemy operations, thus giving them an element of surprise. Because of the danger of these missions, only the best soldiers in the UNSC can become ODSTs. They sport unpowered armour (that is to say, it gives them no extra strength). Spartans, however, are genetically altered superhumans which use powered armour, giving them much more added strength- along with energy shields and compatability with AIs. Spartans are highly experimental, and often go for a Brute Strength/Stealth approach to battles, deployed for very specific missions involving In-And-Out strategies - completing their mission with utmost speed and minimum casualties and complication. In short: No.
