The didn't react that harshly because the three essentials of the American policy regarding Berlin were not affected: the presence of allied troops, free access to Berlin and the right of self-determination of the West Berliners. Don't get me wrong, they were disgusted at the wall, with Willy Brandt leading demonstrations, JFK was being blamed for not interceding, and tension was high, but they did politely ask them to discontinue the penning in of their citizens, and they also really didn't want another World War just after the last one had ended.

Berlin, however, lay within the area of Germany given to Russian control. Thus, the American/British-controlled portions of Berlin were surrounded by Russian-controlled Germany. The Berlin Wall was built by the Russians in the territory they had control over, the US had no means by which to prevent it, short of declaring war on Russia.
