He didn't annex Texas because he was more inclined to keep peace with his own country over adding land to it. By annexing Texas he would have been adding to the area and strength of slavery power which was completely opposed by the North. He would also be getting the country involved in a war with Mexico for "taking" Texas from them, even though citizens of Texas wanted to be annexed into the US.

By annexing Texas, it would be opposed by the north who was against slavery. In adding Texas as a state to the US we would be broadening the area and strength of slave power. We would also be taking Texas away from Mexico, very possibly causing a war that was not needed. This was also the case with Martin Van Buren as he was more interested in keeping peace with the US and other countries over bringing in more states and land area
