I assume you are asking about magnification scopes, used on sniper rifles. 1. It was probably not practical for certain weapons, (Thompson submachine gun, etc.) because they were not used for accuracy do much as close range firepower. 2. They were not affordable. It was probable financially impossible to put a scope like that on every weapon manufactured.
