Why didn't the developers of Oblivion add in werewolves even though they were in the previous games IE Daggerfall and Morrowind?

There are not supposed to be werewolves in Cyrodil at that period of time.

The Lord's Mail is not in Oblivion. In Morrowind there is a book that describes many of the artifacts you can get in the game. Bethesda put this book in Oblivion too, though many of the items do not appear in it. So you could only ever get the Lord's Mail in Morrowind (and Arena + Daggerfall).

I don't know about Arena, Daggerfall and morrowind but in Oblivion you need to start the last thieves guild quest 'The ultimate heist' and in skrim it is part of the main quest.
