There are some powers, known as concurrent powers, that are shared between state and federal governments. For example, both governments can collect taxes and enact laws.
The 21st Amendment to the U.S. Constitution repealed alcohol prohibition; there is no federal amendment that restricts purchase or consumption of alcohol to "adults". That is generally regulated by state law.
The prohibition law in the United States, which banned the production and sale of alcohol from 1920 to 1933, did not achieve its intended goals. The demand for alcohol was met by black marketeers and the prohibition of alcohol empowered criminals, further empowered a federal government and gave rise to lawlessness. As an Amendment listed in the Bill of Rights the prohibition of alcohol is a strange right to be enumerated. I would not argue that we don't have the right to not drink alcohol. I would argue that people do have the right to drink alcohol if they so choose. Prohibition of products or resources that have clear demand in a market place never work and the current laws in the United States prohibiting certain drugs gives evidence to the failures of prohibition. Unless of course, the intent behind prohibition is to empower the petty tyrants who wish to rule. Then prohibition can be a very effective tool in grabbing power.
Prohibition is important because then women would not have to do as much because the men would be home and would be helping out more.
The US once tried to outlaw alcoholic beverages, it was called prohibition. Outlawing alcohol created a huge underground business in alcohol trade that was run by criminals who became very rich because they did not pay taxes on the sale of the alcohol. The amendment that outlawed alcohol was finally repealed. The alcohol industry was again in the hands of legitimate businesses who paid the taxes. The government knows that the same thing will happen if cigarettes are outlawed. Currently, the state and federal governments collect large sums of money (cigarettes are one of the highest taxed items sold in the US) from the legitimate sale of cigarettes.
The Federal and state governments both have the power to tax because they each have separate expenses in a budget. State governments tax to help pay for state programs. Federal governments tax to help pay for Federal programs.
