The new deal made the Government a little more responsible for the living standard of the people. It didn't make it able to do business effectively that always requires the hard work and often sacrifice of the working people.
The New Deal was not intended to "eliminate" the Great Depression. It was simply put in place to reduce unemployment and install government regulations in order to improve the economy. However, many of the programs were declared unconstitutional and never had a chance to stimulate the economy.
