Because before the 1991 end of Apartheid, blacks in South Africa did not even have the right to vote, amongst many other rights they didn't posses. For the previous South African governments, Mandela, as the leader of the black opposition (of the ANC), was considered a dangerous terrorist, and he was imprisoned for his attempt at ending discrimination. After the end of the Apartheid regime, he was elected in the first free elections of South Africa.

Mandela only served one year he refused the second time. Eventually they won the battle to stop discrimination for the blacks, so i guess that he refused the second time because he didnt want to. Also in jail he spreaded the messegaes of discrimination.
There is no information to suggest that Nelson Mandela wore his father's old clothes. It is more likely that he wore his own clothes or traditional attire appropriate for the occasion.

He was able to earn the respect of the guards to the point that they didnt treat him like carbage, and he was called respectfully.
