This could be from a number of reasons.
1. He forgot, and you should call him instead of waiting for his call.
2. If you had sex and he said he would call, it was a one night stand and he wants to break up.
3. He is an as5hole and doesn't actually like you as much as you think he does.
#1 is the most likely answer and no matter what the case you should call him yourself instead of stressing out and wasting your time waiting for his call.
