The key is that water loss has to always be less than water consumption. Plants are adapted to their environments so that desert plants have thing like small leaves that turn away from the sun during the hottest parts of the day and many other wonderful methods of minimizing water loss. Plants that grow in places where water is abundant do not have these adaptations.
