what "The key to pollution is dilution." means you do less of what is said "pollution" to solve it. I was given the example "if you beat someone with a stick it is abuse, but if they beat me with something less deadly (their hand) it will not be abuse."

So if u add water to waste it becomes less percentage (%) waste and more diluted. This then becomes less "pollution." So it does solve the problem, by definition.

Consider an example:

You and 10 friends work all day digging in your garden and cleaning up your yard and get hot sweaty and dirty. You then climb into your hot tub and wash up, cloths and all. To top it off you serve food in the tub which spills and your friendsdon't bother visiting the washroom when they have full bladders but stay in the tub. The next day someone offers you a drink from the polluted water in the tub.

You'd refuse (probably)

Likewise if they offered to dilute it with half clean water.

Even if they drained the tub except for a bit in the bottom and refilled it with clean water, you'd not feel great about having a glass.

At this level you can see that you don't consider dilution as a sufficient solution to improving pollution levels to your standards for a glass of water you would drink. In fact even if the water were tested and found to meet drinking water criteria you'd still be uncomfortable drinking it if the tub haddn't been scrubbed and decontaminated with chlorine.

However when stacks emit smoke and gaseous emissions or sewers discharge into flowing streams many people assume that as soon as the waste is no longer visable. its back to being "not there".
