Why do American conservatives who are so distrustful of the fed govt policies expect other countries to be so accepting of those same policies?

Short answer: They don't.
Long answer: American foreign policy is traditionally kept separate from domestic policy, and for good reason. Most American conservatives support the United States' foreign policy, at least in part, and thus expect it to be accepted globally. Conversely, the same conservatives are typically distrustful of the US federal government's domestic policy, as are an increasing number of American liberals and independents, and rightly so.
