The Three Jewels are, The Buddha, The Dharma and and Sangha. The Buddha brought to us the teachings (Dharma) on how to lead a happy life. The Sangha is the collective of Buddhists who study together and help each other to reach enlightenment, which is the goal of all Buddhists.
Taking refuge in the 3 Jewels(Buddha,Dhamma,Sangha) declares one to be a Buddhist. However a more formal refuge can be taken in the presence of a monastic order. Also to follow Buddhism one does not need to become a Buddhist, you just need to put the teachings into practice.
Five steps is not a Buddhist belief.
Since I know that the Eightfold Path, the Three Jewels and the Four Noble Truths are all a basic part of Buddhist teachings, I would have to say that the Five Step approach is not.
A person is a Buddhist if he says he is a Buddhist. Someone who tries to follow the teachings of the Buddha is the kind of person who would call himself a Buddhist.

I think that you have misspelled "triratna" which means "three jewels" and stands for the Buddha, Dharma (teachings), and Sangha (religious community).
The set of rules that Buddhists follow is called the Five Precepts. These are moral guidelines that Buddhists strive to uphold in order to live a virtuous life. They include refraining from harming living beings, stealing, sexual misconduct, false speech, and consuming intoxicants.
Live a clean life and follow the Buddhist precepts.
