Even though an infant has no personal sin, they are born in original sin (the sin inherited from our first parents, Adam and Eve), and the penalty for this is removed by baptism. The Catholic Church has never believed that an innocent is condemned to hell when they have not reached the age of reason and have not been baptized. There have been various theories throughout the centuries, such as limbo, as to what happens to unbaptized infants. The bottom line is that God has not seen fit to reveal this to us, so we really don't know: it is not part of divine revelation. But we know that God loves each and everyone of us, so we trust in Him, and do the best we can to make sure that everyone gets baptized, if possible. Anyone may baptize in an emergency (even a non-baptized person), and should in the case of an infant who is dying. However, this does not mean that you should baptize every infant, if they are not dying there must be a well-founded hope that they will be brought up in the faith, otherwise you are doing nobody any favors, please consult your priest.
