HOWEVER... My suspicion is that the question is supposed to be "Why do Catholics Consider themselves to be the Universal Church?" After all, the term "catholic" essentially means "Universal."
The Nicene creed speaks of the catholic or universal church... referring the the body of christ as figuratively referring to all followers of Christ anywhere at any time. As such, all churches (and certainly all churches in line with the Nicene creed) could describe themselves as part of the Universal (or catholic) church.
It is also true that at times in history, some Roman Catholics taught or at least suggested that the Roman Catholic church is the only valid church. As such, the Universal church would be equated with the Roman Catholic church.

Well that would depend on who you ask. Some Protestants would consider themselves to be better than Catholics but other Protestants would not. That said, most Protestant churches do believe that their doctrines are better than the doctrines of the Catholic Church.
