Charles feels that Sebastian's free will has been taken away. As in The Bible, God gave people free will so that they could have the choice to sin or not to sin, Lady Marchmaine does not offer Sebastian the choice of refraining from drinking. Even though it looks like they have made the wrong decision by letting him drink, they know that he would rather leave his family and friends, which he does anyway later on, than be without booze. Charles feels it would better for him to drink alcohol around people he knows rather than away in some strange place where his life could be in danger. Cordelia's motives are less obvious but I presume that she also thinks that her brother would be better getting drunk in the safety of Brideshead rather than in some dingy bar or side alley.
