They don't. The 'Red dot' on the forehead is not always only red and nor is it always a dot. The dot is called 'Kumkum' or 'Bindi', and when worn by men it is called 'Tilak' (mark). Usually Hindu women, priests, monks and worshippers wear it. They can take it off and on.

Hindus put dots on their foreheads to symbolise belief in God, as a sign of prosperity and as symbol of greeting others. It is referred as a mangal chinna or a sacred sign. Most Indians are Hindus. Not only children, but all Hindus are expected to wear sacred symbols, labels etc., like those being followed in other religions. For example, many christians wear the cross, many Muslims men wear a cap or women wear the purdah, etc., These trends have been adopted by other religions too in India.

Hence, we see Indian children with dots on their foreheads.

Additional information:

The point between the eyebrows is known as the AJNA chakra. Wearing a symbol here makes concentration easy. A married Indian woman also puts a dot on her forehead to symbolise that her husband is alive. Traditionally, the dot is made by mixing turmeric and calcium which are proved to be hygienic and antibiotic.

The Bindi, or the dot, has a deep spiritual meaning for Hindus that revolves around chakra and figuratively seeing with a third eye. Chakra is the belief that certain points on the body have a deeper spiritual purpose to them. The point in between the eyes is considered to be a focal point of concentration and understanding, hence the figurative third eye reference, to see what most do not. It revolves around the belief in being conscious of things that take deep spiritual focus.

It also can carry the idea of the center of the universe around us is at that point on the forehead that deals with concentration and meditation. It is a symbol for many, but for some the dot is actually believed to help them be able to see things clearly.
