It goes back to the military when they were used primarily for off road personnel transport. the windshield would get so busted up from shrapnel and the like that they decided to make them foldable for low speeds through rough terrain and still have the ability to have the protection from the wind and elements that one would want when driving at higher speeds. In a combat situation, the folding windshield gives the advantage of creating a forward rate of fire while driving. A passenger could use the dash as a gun rest while the driver maneuvers around the enemy. We have them now for off roading so we don't have to stick our heads out the window to see better.
