This question may be based on an incorrect assumption, namely that Jews believe in the city of Jerusalem as that expression ("belief") is typically understood. Jews worship the One God and nothing else. They do not worship or bow down to any physical place. Jews have special reverence for the city of Jerusalem because of its importance to them, but this does not constitute place-worship.

(In Shinto practice, for example, Mount Fuji was actually believed to have supernatural powers and to be able to cause better fortunes if one prayed to it. This is completely outside of the bounds of Judaism and would be decried as heresy.)
