Actually, based on what I have read, most do not. This is more a matter of whether one is conservative or moderate. Not all Muslims think the same way, and while the most conservative and religious Muslims tend to get into the news, the majority of Muslims in the United States (to cite one example) are quite comfortable with American law, since they are American citizens. But that said, there are a number of religious ceremonies that are important to Muslims, even those who consider themselves secular or moderate. Preserving these traditions is an essential part of their religious identity, especially when it comes to marriage, divorce, and other life cycle events that require specific rituals.

"Shari'a" has often been demonized in the western press, and equated with fanaticism. But it is actually nothing more than religious law, and every religion-- whether Christian, Jewish, Hindu, Buddhist, etc-- has laws which pertain to religious practices. Of course, in some western countries, there are extremely conservative Muslims who refuse to assimilate in any way and do not accept secular laws; for them, Shari'a is more important because they believe religious law supersedes any other kind of legislation. But statistics show than in countries like the United States and Canada, conservative Muslims are in the minority. The majority of Muslims are moderate; they prefer to balance their faith with modernity: they thus want the right to use Shari'a law to decide religious matters, and for everything else, they follow the secular law.

How has Israel responded to the actions of Muslims?

It depends on what the Muslims in question did. Muslims who follow the laws of the State of Israel do not have adverse Israeli reaction. Many Muslims are actually part of the Israeli government and hold important jobs in the overall economy. Muslims who have tried to attack Israelis or have been successful in doing so are jailed. Whether they are tried in civilian or military courts depends on whether they are Israeli citizens or Palestinian residents respectively.
