Muslims wash 5 times a day (tahara - Arabic for purity) in order to worship God. Being neat and clean is one of the conditions that allow you praying. But it is not obligatory to wash 5 times a day, as one can pray with one tahara as long as he/she doesn't break it, which means, with one tahara one can pray 3 times (out of 5), thus cutting the number of washes to 3 times a day (2 more times for 2 more prayers). Renewing your tahara even if you haven't broken it is regarded as a good deed as tahara is also prayer of its kind, as long as you don't waste water supplies. As to the rules of keeping/breaking tahara, it is a whole science in shariah - Islamic Law.
