because sending thier clothes to the laundry is not on their priority list,they wash themselves with their hands and very seldon if any soap.In their country sometimes they have to wash in a trench with hundreds of others because there is not running water in their houses the temperture get's well over 120 degree.electircity stops working,there's no fan or any kind of relife when this happens.speacially the poor people,so when they come to this country they feel like it's not offensive to smell bad.
it's a natural body odor.they think washclothes,deodorant,soap, have too many chemicals in them.Allah knows all,so they wudu before prayers.
