It took me 8 months, after replacing brake disks, getting my brakes and whole ABS setup, censors on the ABS etc checked 10 times by 3 different dealers that the brake shuddering (only at speeds less than 20km/hour) was because of a tracker device that was sucking current out of the system!

As soon as the tracker device was removed, the braking issue immediately stopped...
