Because society has so many rules.

The young mind is completely ego centric - which means as designed by nature the young only see how they are effected by any given activity. In reality, we learn as we get older how our acts have a ripple affect and can effect many people - so we have rules designed to remind us to be considerate of people around us, rules to keep us safe, rules to keep others safe, rules to protect our property and other peoples property.
