Because both the bulbs are blown?
Most drivers only drive around in towns, which have street lighting.
As a result, when one bulb blows it is not noticed by the driver.
Only when the second bulb blows does it become noticeable.
Plus, personal experience shows that some drivers check the wrong bulb, as from 2001 Corsa's have 3 bulbs in each headlamp.

Most likely the Relay has broken, you can pick one up for around £20 from a vauxhall dealer. Easy to change.
