It's pretty simple whether there small or big boobs a boy is attracted to them. it's hormonal, and as the boy ages nothing will change, boys will always be attracted to boobs. Those boys will be even more attracted if you say to the boy he can't touch them. Curiosity is what drives boys to do what they do, and having what they can't have. Boys can't have boobs therefore they are attracted to at least touching them, but like I said before they will be even more attracted if you don't let them feel your boobs.

Hormones along with a boys natural sense of curiosity makes him wonder, what do they look like, how big are they, what do HERS look like, and don't forget its new to them, and probably haven't seen any from someone they know or have seen in person.
