Could be bad brakelight switch or blown fuse
The brake light fuse on a 1995 Acura Integra is located inside the cabin of the vehicle. It is on the same circuit as the dash and hazard lights.

They are supposed to turn on when the engine is started and the emergency brake is released , at least that is the way it is on my 1995 Ford Explorer

Check the fuse, check the bulbs and check the brake light switch, it should be one of those.

Check the brake fluid level in the brake master cylinder in your engine compartment and see if it is down - that will turn on the light
THAT IS USUALLY AN INDICATION OF A BURNED BRAKE LIGHT SWITCH. SWITCH IS USUALLY LOCATED ON THE BRAKE PEDAL ITSELF. DISCONECTED AND IF THE LIGHTS GO OUT YOU HAVE FOUND YOUR PROBLEM , SIMPLY REPLACE IT.
