one common reason is that some brake fluid may have leaded out of one of the front wheel brake cylinders. Usually the car will jerk to the opposite direction of the leaking brake cylinder. Check the inside of the the wheel/tire and see if there are oil stains from the leak. if so you can replace the brake cylinder or sometimes change the dirt seals on the brake cylinder.
I would suspect a defective Master Cylinder. Fluid leak.

Brake assist system. The abs system will help apply more pressure to the brakes in a panic stop.
you may need to take it in to the dealership to have a scan tool put on it. it may be somthing simple as a input or output speed sensor, but is hard to tell without a scan tool
THe brakes rarely need to stop. But the brakes can be used to make the bike stop.
The year, make, model, transmission and engine info would help but it is probably the transmission down shifting if the vehicle is an automatic.
