Its genetic. Its not because their sick or underfed. There are quite a few camels that have floppy humps, you don't usually see them in zoos or films because they don't look like the "typical" camel.
only (mostly) with bactrian (2 humped) camels does this happen, it is usally a sign of old age and due to the tissue underneath the skin holding the hump upright weakening. there is no "cure".
Only Bactrian Camels have two humps, and dromedaries have one but I know that they store fat (not water) in their humps
