because they learn. They probably used to always look at you and walk up to see what you have. However after so many broken dreams of nothing happening they learn that unless they sense differently that chances are you have nothing to offer.
Cat's are very independent animals and they often don't come when called. If you want them to come train them with treats to learn that they're always going to get a treat if you call them and they come.
