Cats usually do this when they are about to pounce or jump. They do this because it allows them to get proper height when pouncing or jumping. This would be nearly impossible if done with the back paws (Feet).

Most are but some arent'. The reason they are so agile is because the back feet follow the front feet exactly in the same place. If they get around things with their front feet the back feet just follow. This is why you will never see 4 footprints from a cat walking in the snow. You'll only see 2 foot prints.
