What does it mean when your lip is going up your nose?
It's called "cleft lip." I doubt that your lip is actually going up your nose, but it does look like it for sure. Some people are born with it and there's a program called "Operation Smile" where doctars are able to give those cleft-lipped people the surgery that will get rid of the deformity and make them look like normal people.
