I've seen everything from mail jeeps, to telephone and power company trucks, to ice cream vending vehicles used as radar sites as well as officers shooting from concealment on overpasses. Unless your state/jurisdiction happens to have some kind of quirky law on this subject, they aren't required to be visible.

Radar can be detected by consume hardware, which is illegal in many states. Most police forces have moved to laser because it is more accurate, is difficult for a speeder to contest in court, and is almost impossible to detect until it's too late.
Not to sound blunt, but I would recommend not speeding to begin with. Don't speed? Slow down. Do it when the cops aren't around or you can also get a radar detector.
