Ideally, because they don't correlate love with sexual monogamy. They also are aroused by and have no jealousy over their partner giving and receiving sexual pleasure with outside people. Swinging is about having sexual relationships, not necessarily romantic ones, with other individuals or couples (having outside romantic relationships is polyamory). Couples who swing view each other and their relationship as their emotional 'home base'---even while they enjoy sexual relationships with other people, either mutually or individually.
Some people do get into it for the wrong reasons: to appease a partner who wants to have an open relationship or to shore up a fading relationship. Some couples go into these situations believing themselves to be more open minded and less jealous than they really are, while other couples are satisfied with their experiences.
