Fathers and/or mothers have a family relation to their kids. So a parent tickling their kids is a natural thing to do. For example: It feels safer and less embarrassing to tickle a family member then a total stranger.

Dads also enjoy the sound of their child's laughter and happiness. Obviously, tickling them would be one of the easiest ways to get this to happen.
