Dill and Jem want to give Boo Radley a note to invite him out and make him feel included. They are curious about Boo and want to connect with him because they feel sympathy for his isolated and mysterious life. Furthermore, they write that they will buy him an ice cream and will not hurt him. They put the note on the end of a fishing pole and try to attach it to a window shutter on the side of Boo's house.
