the reasons why dogs encircle the ground is because when they were wild the cirlced the area to make sure no predators where around and that is why dogs circle before they sit. p.s they also do it to make there resting area soft and comfy.
To check if they are about to sit/lie on something potentially uncomfortable or sharp before they find out the hard way.
It's also a way of settling the grass etc so it's all lying smoothly.
The reason they do that when they urinate/defecate, it is to mark their territory, possibly to ensure that they are sufficiently masking any other territorial markings.
When they do this before they lie down, it is probably to ensure comfort.

You will have to have treats with you. The dog will see it so direct the treat to the floor and it will lay. After a while you will need to say lay or down while the dog is going down.
