This is an easy one. First think about the related difference between people and dogs - people can pee whenever they want, usually. But there are times when people also have to "hold it". If you've ever had one of those times, you know then when you finally get to a WC, you feel a sensation that you don't normally have.. you know, "down there".

Dogs, however, have no social constraints to prevent them from making a noise in response to that sensation. And if you had to hold it as long as they do, it might be pretty significant.

Otherwise, if it just started or is happening when they don't have any pee to pee, you need to see your vet. Lipoma, or "fatty tumors" can easily develop and may be pressing on their "pee tube".

Their kidneys clean waste and toxins from their circulatory system and expel them from the body in the form of urine. This is the same in people.
