That's like asking why humans grow hair. Until we are old enough to decide whether we want to be bald or not, then we just grow it out. Dogs don't have the capability of talking and thus can' tell us what they want. However, dogs naturally grow hair and keep themselves warm from it during the winter. They don't have an option, unless that dog naturally doesn't grow hair.

There could be a possible flea infestation, or the dog may be getting mange. Both conditions cause an intolerable itch sensation on the dog's skin. Don't let the poor animal suffer with either of these conditions; have him treated as soon as possible.

Dogs do not intentionally eat hair. Dogs play and bite at themselves. Hair gets in their mouth and they swallow it.
