Dogs are pack animals and when they are pets the family becomes their pack. The pack likes to sleep together and to "snuggle", so this behavior is naturally done with the humans in their family pack.

There could be a number of reasons:

The weather could be cold and the dog could be short-haired. Snuggling under the cover on a cold day could be very comfy;

The covers could be their owner's cover and they feel comforted by the person's smell left on it. My dog would make a nest of our clothes when she could get away with it;

The dog could be anxious for some reason, and is looking for a closed space where it feels more protected;

Dogs like to cover their noses under blankets when they are playing and when they are seeking comfort. Dogs are social animals and enjoy the act of cuddling.

If you have a dog and it always sleeps under the covers its because its warmth under your blanket or something is making heat in the dog or cat!

Sense of closeness perhaps, like whats needed for people who suffer from agoraphobia. Could also be for warmth or the bed smells like it's favorite human. Could also be just plain imitation.
