It could be because they are cold. People often mistake the "shiver" for a tremble tho. In small dogs, like Chihuahuas, its usually a neurotic condition or flaw that comes from inbreading. It can ALSO be their body's response to a surge in adrenaline because of fear. Its their body's way of coping :) .

Very young puppies need to be kept above normal room temperature. Usually 80 to 85 F. Remember that wild canids are typically born in dens or small holes in the ground which are heated by the mother's body. Her body is a steady 101.5 F so they are used to being quite warm.

Puppies also do something called "activated sleep." It looks more like twitching than shivering. It's something their bodies do to exercise muscles and nerves in their sleep to prepare them for learning to crawl and walk.

Kittens are small, thin furred but fluffy and vulnerable. If the mother is mature (mentally prepared) to care for her kittens, then she should be instintively be feeding and keeping them comfortable. They may shiver from becoming cold, (which you can put a blanked under them to cushion their area and help avoiding that problem), they may get scared (which the mother will fix, or the owner can by crooning to them) or because of a strain to walk. Depends on how old they are, I guess. Hope this helped :)
