Does your female beagle roll in her own urine? I have worked with dogs for 30 years as an adult, plus growing up with them. I have never seen or heard of a dog rolling in its own urine on purpose. Does your dog do this consistently or was it an isolated event? If it was a one time occurrence, then I would think she was actually trying to roll in another scent, which you were unaware of, and her urinating was just part of the marking ritual. That is the most likely answer, if you have seen her do this only occasionally, but if she does it every time she urinates, that is strange -- unless there is a particularly enticing scent in the same spot where she urinates daily, then again she would be trying to mark over a scent that is there that you cannot smell or see.
If she is a very young puppy, she maybe be still very uncoordinated, and you might take her for a check up.

Not only do they have a need to empty their bladders of urine, when they get too full, but they also use their urine to leave a scent that tells other dogs that they had been there. It is a way of claiming a territory as being theirs. Although this serves no actual purpose if the dog is someones pet, it remains as an instinctive behavior, from the time when dogs were not pets and had to hunt for their own food, and needed their own territory in which to hunt.
