They are probably just playing with them selves like my dog would roll over on her back with a toy in her mouth but i think she is just playing :)
Edit: Sometimes they do this as they are excited or being playful. At other times, they do this in order to mark their scent over the item as it is theirs.
Rolling on toys, play or sleeping area's are normally marking behaviour. They object for the dog is to get their scent on the object/area to let others know it's theirs. It happens more often when other dogs and/or humans start to share the same area. It is just a friendly way of saying you're in my territory and this object is mine.
It's because they are itching there back .

dogs rolling on decayed matter is just coincidental. due to thick fur dogs roll to either scratch their back or to cool themselves up.
