No. Usually people who are consious have their eyes open when they die as this is how they were. If you were unconsious then you wouldn't open your eyes if you were about to die.
The above remark is not true. I witnessed my grandmother pass away. She had been unconsious for weeks and in her final moments she opened her eyes looked at my grandfather, slowly closed her eyes and slipped away.
I don't belive the above statement is true either. My mother was unconsious for at least 24 hours and in her final moments she opened her eyes and looked right at me for the very last time and in that moment I know she recognised me, then she closed her eyes and slipped away. It was not my experience that her eyes were open because she was consious and I had been sitting with my mother and caring for her for 2 days before she died.
