If a female eats the young of her litter, first litter or otherwise, she is under some form of stress. Normally this is because she feels threatened & eats her young to prevent them suffering from what it is that threatens her. Sometimes it's simply due to inexperience & she doesn't recognise the litter or understand what she is supposed to do.
However, most commonly, the kits themselves are sick or already dead, & she simply cleans up the dead bodies to prevent other kits from getting ill & dying. If however, the kits are perfectly healthy, & she repeats this practice a second time, it is poor ethics to continue breeding the female because it means she is an unsuitable mother & with likely continue to maim or kill her following litters. Most females will not eat their first litters, there must be something wrong for this to happen.
