It's a survival thing. Many eggs are eaten before they have a chance to hatch. Many are eaten shortly after hatching. The chances are that 9 of 10 won't make it the first week, then even if they do, their chances of survival diminish quickly.

This is because fish, (such as salmon) are less likely to survive in the water, and only a small percentage of the eggs make it to adulthood. So, in order to keep their race from going extinct, fish lay more eggs.

Because fish eggs are less likely to become fertilised. This is because the female fish will release her eggs into the water, and then the male fish ejaculates over the top of the eggs, so not all will become fertilised. Also the survival rate for fish is not as high as humans as the fish have predators, for this reason they will hatch out more young in order for more to survive

Because there is less chance of the sperm and eggs connecting under water so they put a lot out so there is a higher number of eggs that are actually fertilized.
