Its because every food chain starts with something small and not very strong , and in the animal world if its weak and small its not eating meat , so for example ... grass rabbit fox pretty simple but rabbits arn't strong and eat grass and vegetables and fox eats meat and can be sometimes the same size as a rabbit .

All animals eat some other organism, whether a plant, another animal, or both. The organism that an animal eats is by definition lower on the food chain. Therefore no food chain can start with an animal. Only green plants do not have to eat other organisms. They create their own food our of sunlight, water, carbon dioxide, and various minerals that get absorbed along with the water.
